Does the government do anything at all about computer viruses?

Zwinky was one of the biggest viruses I ever got and they still have permission to sell their Zcards in stores. (Hitmanpro traced it from Zwinky.) If they don't ban viral sites as obvious as that, do they do anything? Or are they just idiots?
