My dog loves licking my cats bum?

We recently got a new Burmese kitten and now our Pomeranian pooch can't stop licking the kittens bum! He's a year old and this is his first encounter with a cat that we know of. He won't leave the cat alone but he's not aggresive, more playful and protective. How do we get him to stop and why is he doing it!
