Is my hound considered epileptic?

Yes this is still epilepsy, there is no "minimum" of seizures per year that determines epilepsy. When first diagnosed, my dog Elsa only had a few seizures per year but then grew progressively worse until her quality of life was compromised and we had to put her down.
